This website was developed by the Oregon Department of Energy in collaboration and coordination with fellow state and federal agencies, Oregon utilities, community organizations, and other partners.
In 2023, the Oregon Legislature directed ODOE (through HB 3630) to create a single resource that Oregonians can use to navigate the variety of incentives and rebates available to them. Originally dubbed a “one-stop shop” – now named a Hub for Incentive Programs in Oregon, or HIPO – this website aims to provide information, technical assistance, and help identifying contractors and financing options related to energy efficiency incentives and programs.
The inspiration for the website comes from significant federal investments coming to Oregon through two rebate programs that were part of the Inflation Reduction Act. The first program is the High Efficiency Electric Home Rebate program (HEAR). This is a point-of-sale rebate program that allocates $56,714,440 to Oregon for qualifying electrification projects in low- (defined as up to 80 percent Area Median Income) and moderate-income (80 - 150 percent AMI) households. Qualifying projects include heat pumps, heat pump water heaters, electric stoves, heat pump clothes dryers, associated electrical upgrades, and weatherization. The second program is the Home Energy Performance-Based, Whole-House Rebates program (HOMES). Oregon will receive $57,046,250 for this program, which will support performance-based rebates for residential energy efficiency retrofits that save a minimum of 20 percent of household energy use. The bill directs ODOE, in consultation with Oregon Housing and Community Services Development (OHCS), to establish these two programs after consultation with stakeholders and while ensuring that the measure maximizes benefits by leveraging federal and state resources. ODOE expects the programs to be available to Oregonians in late 2025 or early 2026.
The new federally funded programs, combined with Oregon’s existing heat pump programs and a variety of existing incentives and rebates, creates a need for a more streamlined approach to connect Oregonians with available funds for energy-related projects.
